The transfer of DHHS disability services to the non-government sector and the rollout of the NDIS represent the biggest changes facing disability workers and residents since deinstitutionalisation.

To support staff during this change HACSU has established a team of four Transfer Organisers.

We are seeking applications for a Transfer Organiser to support DHHS employees in the following parcels:

• Scope – Parcels 16 and 7
• House With No Steps – Parcels 20 and 21
• Possability – Parcels 19 and 12

These parcels cover the DHHS service areas of Brimbank Melton, Central Highlands, Goulburn, Hume Moreland, Inner East Melbourne, Loddon, Mallee, North Eastern Melbourne, Ovens Murray and Western Melbourne.

In this important and challenging role you will be responsible for:

• Meeting with HACSU members and DHHS workers across Victoria to provide advice and answer questions about the transfer process and the rollout of the NDIS.
• Advocating on behalf of HACSU members and DHHS workers to ensure that the changes associated with the transfer are properly communicated.
• Coordinating workforce forums with HACSU members and DHHS workers, the DHHS and the new non-government service providers.
• Liaising with DHHS Transfer Support Managers in each Division to identify issues and provide comprehensive advice back to Senior HACSU Officials.

To succeed in this role, you will be an excellent communicator, problem-solver and advocate, with a strong commitment to the values and principles of trade unionism. You will be expected to work well under pressure and be able to work effectively with limited supervision.

This position is only open to current HACSU members and delegates who are DHHS employees (as you will be seconded to HACSU and continue to be employed by the DHHS).

If you are successful in gaining a position as a Transfer Organiser, you will still be entitled to all transfer incentive payments and the full range of workforce and EBA protections. In short – by taking this position you will not be in any way disadvantaged compared to if you had remained working directly for the DHHS.

The annual salary for the role will be set at DDSO 3A.Y1 ($79,006 + 9.5% superannuation). If you are currently employed at a higher classification, you will be seconded at your current higher rate. All other terms of employment will be those contained within the Disability Services Enterprise Agreement 2018 – 2022.

Applicants will not be considered unless they hold a current Australian Drivers License.
HACSU will provide access to a mobile phone, computer/tablet and motor vehicle.

While the role is full-time, applications for part-time positions will be considered.

The secondment will last until 1 January 2021 and successful applicants will be subject to a six-month probationary period. At the end of the secondment you will return to your substantive role with the DHHS.
